A collection of correspondence, speeches, topical and historical files and photographs pertaining to Victory's involvement with the growth and operation of National Advisory Committee for Aeronautics (NACA) and his personal activities in support of civil aviation. Also included is memoranda and correspondence regarding the creation of the Wright Brother's Memorial at Kitty Hawk, North Carolina, the 25th and 50th anniversaries of flight, NACA's lobbying efforts for the Air Commerce Act of 1926. Victory's participation in the establishment and subsequent activities of the National Aeronautic Association (NAA), the Institute of Aeronautical Sciences, and the Air Mail Pioneers is documented as well.
